Regulations for Use of Taoyuan Metro System

  • To provide passengers with safe, reliable, convenient and comfortable service, Taoyuan Metro Corporation (hereinafter the TYM) has, in accordance with the Management Ordinance Governing Transport of Passengers on Mass Rapid Transit Systems in Taoyuan City, prescribes these regulations and promulgates them in all the TYM stations. Any alterations or changes to be made will be made public as well.
  • The definition of each of the terms used in these regulations is as bellow:
    • 'TYM Premises' means all routes, depots, stations or trains in the MRT system managed by TYM;
    • 'Passenger': The person traveling on the train or entering/exiting the station with a valid ticket;
    • 'Automatic Gates': The gates installed between the paid area and unpaid area to control passenger movement by means of automatic ticket checking;
    • 'Paid Area': The area which requires the use of a ticket to enter by passing through the automatic gates or the station staff;
    • 'Ticket': A valid pass which allows a passenger to travel on the train operated by TYM; including all tickets issued by the TYM and tickets issued by other agencies pursuant to the law and approved by the TYM;
    • 'Non-possession of ticket': Not holding a valid ticket, using forged or altered ticket or entering the paid area without normal verification of ticket;
    • 'Invalid Ticket': A ticket which has expired or exceeded the available times of use.
  • Vehicles or personnel, unless authorized by the TYM, are not permitted to enter the TYM routes, bridges, tunnels and culverts, and non-public access places or buildings in the station areas. Passengers must not cross any Metro routes which adopt a fully independent right-of-way except via overpass or underground passage.
  • In the interest of passenger rights, the TYM may take the following actions as necessary in the event of natural disasters, strikes, accidents or maintenance works caused by external influences, overcrowding, traffic controls and other incidents not attributable to the TYM.
    • Suspend parts or all of its system operation;
    • Limit or close the station facilities to the public;
    • Limit or stop passengers from boarding/alighting the trains;
    • Expel passengers from trains or stations.
    Announcements should be made at relevant stations when executing the above-mentioned measures, to inform passengers at the first possible time.
  • Passengers must follow the regulations or instructions of using equipment and facilities within the TYM premises and must not forcibly possess, destroy, interfere or remove them.
  • Any passenger, who is found under any of the following circumstances, may be forced to leave or escorted out of the TYM premises jointly by the TYM personnel and the police. The offending passenger may claim the fare refund for the uncovered journeys.
    • Breach of the law, disruption of public order or good social practice, or violation of the Regulations for Use of Taoyuan Metro System;
    • The circumstance fulfilled the refusal of transport pursuant to the law;
    • Acting in a manner that obviously appears to be harmful to others or himself or to harass others;
    • Be naked, wearing or carrying dirty, filthy or smelly clothe /objects that affect the public hygiene;
    • Any passenger in need of escort but traveling alone;
    • The size or volume of the passenger belonging caused inconvenience to others.
  • Within TYM premises, passengers are not allowed to exhibit any of the following behaviors.
    • Push or impede others in the stations or trains, or affect his or others’ safety;
    • Wear in-line skates, roller skates or ride on skateboards, foldable push scooters, or other similar items in the stations or trains;
    • Sit or lie on the floor of the train or the station, or on equipment or facilities;
    • Smoking cigarettes or electronic cigarettes (vape) in the stations or trains;
    • Other behaviors that may pose obstacles to system operation or appear to cause the hazards;
    • Violation of other disclosed restrictions of TYM.
  • For safety purpose, passengers should hold the handrail, stand firmly and not lean against the side board when taking the escalator on the TYM premises, and the following behaviors are prohibited:
    • Walk on escalators in the opposite direction to which they are traveling;
    • Run on escalators;
    • Play, jump, stride over either side of escalators or other behaviors that may cause the hazardous.
    Passengers carrying large luggage, elderly and disabled passengers are advised to take the elevator instead.
  • Passengers must apply and get permissions from the TYM in advance in order to exhibit the following behaviors:
    • Make speeches to the public, play audio, play musical instruments, holding an activity or other behaviors that may disturb the passengers;
    • Paste, paint, or carve any characters, drawings, or the like on the facilities or buildings;
    • Take photos or shoot pictures/videos in a manner that appears to interfere with other passengers or the system safety in the stations or trains;
    • Preach to other passengers, conduct market surveys or other similar behaviors in the stations or trains;
    • Distribute newspapers, leaflets, advertisement items or propaganda materials;
    • Use power sockets, found in the stations or trains, which are not meant for public use;
    • Stay inside the train or the station during non-operating hours.
  • Ticket types and how they can be purchased:
    • Single-journey ticket: Provides the passenger with a single-ride ticket. Sold and issued at the Information Booth, the TIM (Token Issuing Machine) or at the designated sales office by TYM;
    • Group ticket: Provides a group of more than 10 passengers to travel for the entire journey and having the same starting station. Sold and issued at the Information Booth or at the designated sales office by TYM;
    • Periodic ticket: Provides a passenger traveling for a fixed period of time. Sold and issued at the Information Booth or at the designated sales office by TYM;
    • IC card: Issued by each authorized competent issuer in accordance with the law and with the approval of TYM;
    • Other ticket types: Sold and issued in accordance with the procedures as announced on the TYM website.
  • With the exception of Group tickets, children less than 115cm tall, children over 115cm tall but below 6 years old, who have produced identification documents. A ticket is restricted to only one person per journey and may not be shared with other people. Those found sharing one same ticket shall be regarded as non-possessing a ticket and will be dealt in accordance with Article 49 of The Mass Rapid Transit Act. The valid term of use of a ticket shall be effective within the time limit for which it is recorded on the ticket or announced while the IC card shall be valid within the time limit as announced by each competent issuer.
  • Passengers must use and hold Single-journey tickets issued by TYM properly without bending, damaging, scratching or scribbling on the tickets.
    Upon finding the ticket being damaged, the passenger shall respond it to the station staff; and the damaged ticket shall be subject to the disposal as follows:
    • The passenger having damaged a Single-journey ticket shall return the ticket and pay the ticket cost;
    • Upon any damage to the Single-journey ticket caused by the station equipment while the passenger is exiting the station, the ticket will be recollected by the TYM and no refund of the fare will be made;
    • Other ticket types: Handled in accordance with the procedures as announced on the TYM website.
  • Unless due to a cause attributable to the TYM, the regulations limit the duration of stays of ticket-holding passengers between entering and leaving a paid area to:
    • No longer than two hours for entering and leaving different stations;
    • No longer than 15 minutes for entering and leaving the same station.
    In addition to the original fare, persons in violation of the above regulations are subject to a surcharge equivalent to the minimum single-journey fare promulgated by the TYM.
  • Passengers should refer to the fare schedule published by the TYM in stations for fares payable. Passengers must pay fares in full. Passengers who enter and exit from the same station must pay the minimum single-journey fare promulgated. In certain situations, for instance, the passengers in need may contact station staff for assistance.
  • Children less than 115cm tall or children over 115cm tall but below 6 years old who have produced identification documents are allowed to take the Taoyuan Metro without a ticket, however must be accompanied by passengers with tickets otherwise the TYM may refuse transport services.
  • Unless due to a cause attributable to the TYM, passengers who over-ride must pay the fare difference at the exiting station.
  • Passengers not in possession of tickets, holding invalid tickets or fraudulent tickets that fail to comply with their identity, must pay the difference plus a penalty of 50 times the original fare.
    Should the above-mentioned violators be unable to prove his departure station, then the fine will be calculated based on the maximum single-journey fare promulgated.
  • Passengers who lose their tickets during the journey and fail to settle the fare voluntarily at the Information Booth will be regarded as non-possession of tickets, must pay pursuant to the preceding regulation. However, no penalty will be imposed if the said passengers settle the outstanding fare voluntarily.
  • Passengers who lose their tickets must pay the ticket cost when settle the fare.
  • Unless due to causes not attributable to the user, passengers failing to comply with the operating regulations of the automatic gates must settle the fare due in full. Passengers unable to prove their departure stations will be fined the maximum single-journey fare promulgated.
  • Passengers are required to settle their outstanding fares or their fines. If unable to do so immediately, they shall need to produce their identification documents and fill out a fare settlement form. The payment shall, then, be made at the designated office by TYM, within 10 days. Failure to receive the above-mentioned outstanding fare or fine settlement within the time limit, TYM shall proceed with legal action to recover same.
  • Passengers using forged or altered tickets will be regarded as non-possession of tickets, fined pursuant to the above regulations and brought to the police by the TYM.
  • When passengers are evacuated due to emergency situations, irregularities or train operation suspension, passengers holding single-journey tickets of other types may demand a fare refund within seven days of the incident. For those holding periodic tickets or IC cards, the automatic gates will automatically adjust the data on the tickets the next time the ticket is used on a TYM station. All types of tickets can also be brought to any station Information Booth for free data revision.
  • When any passenger is stranded in a train or in the elevator due to system failure, TYM shall compensate in accordance with the guidelines regarding the Refund Regulations for Train Disruption and Passenger Stranding During MRT Operations.
  • TYM issued tickets are not refundable after usage or exiting the stations unless there is fault attributable to the TYM or otherwise publicly announced by the TYM.
  • If passengers haven't use single-journey tickets issued by TYM, may only claim fare refund on the date of issue except the nonuse caused by emergency incident or abnormal situation in stations or suspension of train. Other types of tickets are handled in accordance with the procedures as announced on the TYM website.
  • Once exiting TYM stations, on the way passengers shall not be refunded for the difference of the fare for untraveled journey unless there is fault attributable to the TYM.
  • When passengers apply for refunds of TYM issued tickets, the TYM may deduct concessions or discounts contained in the tickets and charge a handling fee. No refund can be made if the ticket balance is less than the handling fee after concessions or discounts are deducted.
  • Passengers should file application for refunds of TYM issued tickets at station Information Booth. The refund amount will be released at the designated office by TYM after the verification process.
  • The usage requirements of the tickets sold by each competent issuer shall observe the issuer’s regulations.
  • Luggage and carry-on objects brought by passengers must comply with the following regulations:
    • Carry-on objects carried by passengers must not obstruct other passengers, and must be taken care of by owners themselves;
    • The longest side of each carry-on object should not exceed 165cm, and the total of the length, width and height cannot exceed 220cm. This regulation, however, does not apply to wheelchairs, baby strollers, pet strollers and other carry-on objects approved by TYM;
    • The number of balloons that can be brought onto the train by a passenger cannot exceed 5. The longest side of any of the balloons should not exceed 50cm;
    • Passengers with bicycles shall abide by Stipulations for Passengers with Bicycles by TYM. It is prohibited to ride or slide on the bicycle in the MRT system;
    • Mobility scooters, electric vehicles or other similar motor-driven equipment are not allowed in the station or the train. However, passengers who have certificates (handbooks) of physical and/or mental impairment or passengers who have been permitted by TYM to do so, may use mobility aids such as wheelchairs or scooters to move around the station at speeds not exceeding 5 km per hour;
    • Use a hand-pushed cart or other similar devices is not allowed in the station or the train;
    • According to the previous rule , animals brought into the station area or into the train shall be kept inside pet boxes, small cages or small containers and that are capable of preventing leakage of excrements and fluids. The animal's head, tail and limbs shall not emerge from the container. Each passenger with a valid ticket can carry only one piece of such item. This, however, is not applicable to police dogs, certificated guide dogs accompanying disabled passengers with visual, auditory, physical impairment and young guide dogs being trained by certified professionals to assist in guiding visually, auditorily and physically impaired persons.
    On account of special situations, the TYM may publish notices at stations to prohibit passengers from bringing animals into stations or trains during certain periods and within certain areas.
  • The following dangerous or inflammable objects are not allowed into TYM premises unless a prior permission is granted.
    • Knives, scissors and other sharp objects. However, properly packaged items which do not violate the law nor represent any threat to the safety of others are not bound by these regulations;
    • Various firearms or ammunition. However, military and police personnel on duty and carrying such weapons shall not be subject to this restriction;
    • Inflammable liquid with an ignition point below 60 degrees centigrade, such as mineral oil, petroleum, kerosene, benzene, toluene (rosin), methyl alcohol, ethanol (alcohol), acetone, ether, paint (oil-base plastic paint and soluble concrete paint), carbon disulfide and other inflammable liquid;
    • Explosive materials, such as explosives, ammunition, gunpowder, fireworks, firecrackers, carbide, high-pressured gas (hydrogen, oxygen, propane, liquefied petroleum gas, acetylene), nitrocellulose, dinitrobenzene, dinitrotoluene, trinitrotoluene, dinitrophenol, trinitrophenol (picric acid), nitroglycol, nitroglycerine, nitric anhydride, organic peroxide compounds, dry ice (solid carbon dioxide) and other explosive substances;
    • Inflammables, such as matches, explosives, metal sodium, potassium amalgam, magnesium powder, aluminum powder, yellow phosphorus, phosphorus sulfides, calcium phosphide, fireworks, firecrackers, isopropyl alcohol and other inflammable solids (matches and lighters for personal use are excluded);
    • Substances that may cause harm to other people, such as sulfuric acid, hydrochloric acid, nitric acid, lead-acid batteries, chlorate (potassium, sodium and barium), perchlorate (ammonium, potassium and sodium), phosphorus chloride, sodium peroxide, barium peroxide, ammonium nitrate, bleach, pesticides, insecticides, herbicides, arsenic, arsenic trioxide, cyanide, uranium, plutonium, radium, medical waste, and other corrosive, toxic, radioactive, infectious substances and substances otherwise harmful to the human body.
  • When carry-on luggage is suspected of containing hazardous or combustible materials, the TYM may demand clarification from the owner and perform an inspection. Persons refusing inspection will be regarded as carrying hazardous objects. The TYM may refuse to provide transport services and report to the police.
  • Passengers who have lost personal belongings may contact any TYM station Information Booth or the Lost-and-Found for assistance.
  • Lost objects picked up in stations or trains may sent to the Information Booth or the Lost-and-Found. The TYM will issue a receipt stub to the passengers who turn in the objects.
  • Lost objects picked up outside the stations or trains which belongs to unknown persons shall be handed over by the person who picked up lost objects to the police department for settlement according to law.
  • To claim lost objects, a passenger must prove that he is the owner of the lost objects. If the claimant is not the owner himself, he must present identity certifications of both himself and the owner before the lost objects can be returned. In case the missing property being valuables or named securities, only the owner is qualified to collect it in person.
  • If the lost objects became rotten and affected the environmental hygiene with the annoying odors, etc. The TYM may dispose it to its discretion.
  • TYM handles found objects according to the law and relevant regulations and is not liable for any damages or compensation.
  • In case of violation of this regulation, TYM may refuse to provide transport service; depending on the situation, violators of The Mass Rapid Transit Act may be forced to leave the premises with the help of police officers. Unless otherwise stipulated in this regulation, the uncovered journey may not be refunded.
  • In accordance with Article 50 of the Mass Rapid Transit Act, the offender will be subject to a fine of more than NT$1,500 and less than NT$7,500 in any of the following situations:
    • Climbing onto, jumping off, or hanging over a moving train;
    • Obstructing train doors or platform doors from closing, or opening them without permission;
    • Non MRT personnel or vehicles that violate the second paragraph of Article 44 by trespassing on mass rapid transit tracks, bridges, tunnels or the TYM premises not open to public access;
    • Avoiding ticket procedures or use improper methods to enter/exit stations or get on/off trains;
    • Refusing ticket checks conducted by the TYM personnel or hindering them the performance of their duty;
    • Remaining in the carriage when the train is not in service and disregarding requests to leave;
    • Raising funds, distributing or posting advertisements, peddling goods, or conducting other commercial activities within carriages or stations without permission;
    • Bringing animals into TYM stations or carriages without permission;
    • Drinking, eating, chewing gum or betel nut ; spitting phlegm or betel nut juice; littering papers ,cigarette butts, gum, food waste or other rubbish within the restriction areas of the TYM premises;
    • Hindering other passengers from passing through or using station entrances/exits, ticket-reading gates, ticket vending machines, escalators or other passages, and disregarding the requests to leave;
    • Loitering in station concourses or on platform areas for purposes other than taking trains, thereby hindering other passengers from passing and disregarding the requests to leave;
    • Lying down on train or platform seats and disregarding the warnings;
    • Operating stalls, putting up canopies, or organizing banquets within the TYM premises without permission;
    • Behaviors such as playing on the platform, crossing yellow warning lines, or not complying with the directions by walking or running on the escalator, or affecting the operation order and operation safety without permission.
    Persons who commit any of the violations listed in the preceding paragraph shall be forced to leave the TYM premises by the joint force of the TYM personnel and police. No refund will be made on fares for uncovered journeys.
  • In accordance with Article 50-1 of the Mass Rapid Transit Act, the offender will be subject to a fine of more than NT$10,000 and less than NT$50,000 in any of the following situations:
    • Bring hazardous or combustible objects onto TYM routes, depots, stations or trains without permission;
    • Tamper with station or train facilities, hinder normal operation of trains, or power and security systems;
    • Violate Paragraph 3 of Article 44, by crossing TYM routes without using overpasses or underground passages.
    Persons in breach of any of the said situations are punishable by Paragraph 2 of Article 50.
    In the event of violations of Paragraph 1 of Article 50 by persons under the age of 14 due to lack of parental or legal guardian supervision, their parents or legal guardians will be punished instead.
  • Passengers who fall ill en-route may request TYM station or train personnel to seek medical attention on their behalf.
  • Disabled passengers may request the TYM personnel for assistance or use assistive devices to pass through barrier-free access.

  • These Regulations come into effect on the day of promulgation or amendment promulgation.

Notice to Passengers Travelling with Bicycles

  • To promote leisure activities in line with Government’s policy, Taoyuan Metro Corporation (TYM) allows passengers to travel by metro with their bicycles during certain time periods. Cyclists shall abide by The Mass Rapid Transit Act and related regulations bulletined at metro stations.
  • Station access periods:
    • Bicycles access is available at certain Metro stations on Saturdays, Sundays, national holidays, deferred holidays and flexibly adjusted holidays (designated workdays excluded). Station entry is permitted from 06:00 to the end of service.
    • Weekdays and designated workdays: 10:00~16:00, 22:00 to the end of service.
    • Bicycles cannot be brought into stations during other periods. Any changes to the above policies will be publicly bulletined.
  • Stations allowing bicycle access and transfer:
    • Bicycle access and transfers are permitted at most of stations except the following ones:
      • A12 Airport Terminal 1 Station
      • A13 Airport Terminal 2 Station
      • A14a Airport Hotel Station
    • Cyclists who do not comply with regulations promulgated at metro stations in regard to entering/exiting/transferring at stations in which bicycles are not permitted will be fined pursuant to Paragraph 1-4 in Article 50 of The Mass Rapid Transit Act.
  • Entering and exiting stations: Cyclists are prohibited from using the escalators and instead shall use elevators (a maximum of two bicycles) and wheelchair ramps.
  • Fare: A ticket is valid for one person with a single bicycle. A full fare will be charged for each cyclist. Cyclists shall buy the ticket at the Information Booth, which will be retrieved by station staff at the destination station. The ticket holder should enter and exit the station together with the bicycle. (Fares as shown below).
  • Fares
  • Service gate: Please contact station staff to enter and exit stations through the "Group Ticket/One-day Pass Entrance/Exit."
  • Bicycles aboard:
    • Cyclists can only take the commuter train. Bicycles are allowed to board only the first and second door of the first carriage at either end of the commuter train(the 1-1, 1-2, 4-2 and 4-3 door). Inside each door area is a central pole for a maximum of two bicycles (a maximum of eight bicycles per train). Cyclists shall not occupy the space for wheelchairs and shall follow signs to wait for the train. If the train is too crowded, please wait for the next one.
    • Position
    • Bicycles should be parked between the central pole and cyclists themselves, and perpendicular to the train’s operation direction.
    • Cyclists shall stay by bicycles and hold them firmly at all times.
    • Cyclists shall allow other passengers to board and exit the train first and avoid dirtying the clothing of other passengers through contact with the bicycle.
    • In case of emergency, please follow instructions to move bicycles to the side of unopened doors to ensure a safe exit for all.
  • Points for attention:
    • Only traditional bicycles and power-assisted bicycles (power must be off) are admitted on Taoyuan Metro. Sizes may not exceed 180cm in length, 120cm in height and 70cm in width. Motorized bicycles (equipped with a gas tanks or batteries), tandems and non-standard bicycles are not admitted on the Metro.
      Other bicycles which do not exceed 165cm in length, and of which the sum of the length, width and height do not exceed 220cm, may be brought onto the Metro as luggage during general service hours without additional cost, on the condition that they are packaged properly.
    • Passengers under the age of 14 must be accompanied by adults when bringing bicycles into the metro.
    • Passengers with bicycles shall allow the elderly and those with disabilities to take elevators and board the train first.
    • Cyclists shall keep their bicycles clean. TYM may refuse to transport cyclists should their bicycles may dirty the station facilities or the clothing of other passengers.
    • Cyclists shall bear legal responsibility for any damage to TYM or third party property.
    • TYM may refuse to transport cyclists who cause inconvenience to other passengers or affect train operations.
    • In case of emergency, cyclists may not be allowed to enter the metro system temporarily.
  • Passengers with bicycles shall abide by The Mass Rapid Transit Act, related regulations and notices promulgated by TYM. If cyclists violate any of the aforementioned rules and cause injury or harm to themselves, TYM shall not take responsibility.
  • TYM may adjust bicycle access periods and stations and other related regulations.
